Following a competitive tendering procedure, the Finnish Immigration Service has chosen twoday as one of its providers to offer specialist services for the maintenance and development of the agency’s information resources and services and the digital case management system for immigration matters. The estimated total value of the procurement is between 55 and 110 million euros, consisting of two lots. The first lot, which includes development work, is valued between 50 and 100 million euros and is evenly split between twoday and another provider. The framework agreement has a duration of three years with the option to extend it by one year.
The case management system for immigration matters furthers a seamless and controlled entry into the country and advances national security. In addition to the Finnish Immigration Service, other authorities such as the police, the Finnish Border Guard and Finnish embassies and consulates abroad also use the system.

Both national and EU-level legislation regarding immigration will undergo many changes in near future. These changes will affect the processes in the case management system as well. Moving forward, the Finnish Immigration Service aims to enable even more efficient case management in the coming years. One tool that will help achieve this goal is IT system development.
The first lot of the procurement consists of maintenance and development, for which twoday is responsible for a 50% share. This involves, among other things, the development, modernization and maintenance of Enter Finland and the digital case management system for immigration matters. The services requested as part of this lot include system maintenance, architecture planning, and designing and programming of new functions. The second lot of the procurement involves specialist services to support the Finnish Immigration Service, and a third provider was selected for this.
